高校的发展与人才质量是一对矛盾统一体 ,其中包含有数量与质量的矛盾、规模与效益的矛盾。高校发展是走“内涵式”道路还是走“外延式”道路 ,也与其数量与质量、规模与效益相关 ,必须走两者相结合的道路 ,才能协调好矛盾之间的关系 ;必须正确处理发展与提高的关系 ,全面提高人才质量 ,既不能因发展教育而降低质量 ,也不能因强调质量而不求发展。要在提高中求发展 。

The relationship of the development of institutions of higher learning and the quality of talents is the contrary unification, which implies two contraries of quality v. quantity and scale v. efficiency.Two inclinations should be avoided, i.e. to pursuit the rapid development at the expense of quality;or to ignore the request for development but with all the concentrations on quality. So we must deal well with the relationships and be careful not to slip down to either extreme.
