摘要
1998年以来的石油行业改革，重组形成了政企职责分开、自主经营、相互竞争的三大石油集团公司和三大上市石油公司。上市公司初步形成了有效的企业运行机制，但集团公司的非上市部分有待进一步改革。文章对改革与完善集团公司非上市部分的组织体制与运行机制提出了建议。
Thank to the reform of petroleum industry since 1998, three group companies and listing companies with clear separation of governmental and enterprise responsibility have been established. The newly established companies are responsible for their own profits or losses and freely compete each other. This paper has conducted extensive study on the problems and countermeasures.
