试论中国政治发展进程中的乡镇长选举制度改革

On the Reform of Electoral System of Electing Leaders of Villages and Towns in the Course of Chinese Political Development

目前 ,四川、山西、广东深圳等地所进行的乡镇长选举制度改革尝试的实质是政治参与水平和层次的提高与扩大 ,符合中国民主政治发展的长远方向。但在当前这个社会转型的关键时期 ,将这种改革尝试向更大的范围和更高的层次推广的时机尚不成熟。对当前的政治发展与政治稳定而言 ,遏制腐败蔓延比发展政治民主更重要 ,提高政府能力比扩大政治参与更重要 ,发展党内民主比发展党外民主更重要。

The attempt to reform the electoral system of electing leaders of villages and towns in Sichuan, Shanxi and guangdong provinces and so on is virtually the promotion and expansion of political participation and it conforms to the development of China's democratic politics in the long run. However, on the threshold of social transformation, the further extension of this attempt is still too underdeveloped to be carried out. In regard to the current political development and stability, it is more important to crack down corruption than to develop political democracy, to improve government capacity than to expand political participation, to develop the democracy inside the party rather than outside it.
