近几年来 ,林区的毁林犯罪案件呈上升趋势。要有效地预防此类犯罪 ,必须分析前段时期毁林犯罪案件的一般规律及特点 ,研究当前毁林犯罪案件的动向变化趋势和毁林犯罪案件的促成因素及动向变化原因。在此基础上 ,提出预防毁林犯罪的主要对策为 :一是提高基层林业工作人员素质 ,加强林政管理 ;二要充分发挥基层护林组织作用 ,抓住源头管理 ;三要深入宣传《森林法》 ;四要严格执法 ,加大对毁林犯罪的打击力度 ;五要依靠社会各界力量 ,搞好林区社会治安综合治理 ;

In forest regions the crime of destroying forest has tended to rise for recent years.To effectively prevent such crime,both the analysis on the general laws and features of the previous one and the study of the tendency and causes of the immediate one must be made.On the basis of the above,the main countermeasures presented are as follows:(1) Improve the quality of the basic?level forestry staff and strengthen the management of forestry;(2) Bring the basic?level organization of protecting forest into play and control the roots of manngement;(3) Publicize“Forest Law”thoroughly;(4) Execute laws strictly and strengthen the crack?down on such crime;(5) Better the comprehesive management of social security in forest regions,depending on the efforts of all social sections;(6) Greatly develop the economy of forest regions.
