The article examines development process of WTO from a unique perspective.It regards the development of legal system of WTO as such a process that started from one centered on power to one stressing the role of rules and ultimately to a principle-oriented process.The author also studies eight basic principles of WTO and their respective hierarchies and roles.In the article,the author finally suggests that the principle of proportionality be used to maintain a balance in potential conflicts among these principles.
