小布什政府对华政策走向及其对中美安全关系的影响

THE ORIENTATION OF THE BUSH ADMINISTRATION’S CHINA POLICY AND ITS IMPACT ON SINO U.S.SECURITY RELATIONS

小布什政府仍在不断调整美对华政策走向,但其政策中将中国定位为"竞争对手"、进一步强化对中国的防范和遏制、明显加强对台湾当局的支持等基本特征已逐渐显露.这将极大地损害中美间的相互信任,使两国发生战略性冲突的可能性呈上升趋势.

The author holds that a succession of the Bush administration's words and deeds towards China have already shown the orientation its China policy would take in the near future although the adjustment of this policy is still underway.There are some evidences:①labelling China as the“competitive rival”of the United States;②further strengthening its precaution and deterrence against China;③obviously upgrading its support for Taiwan;④continuing to maintain the“dual” nature for conducting its China policy.The author says that the security relationship has always been the core issue for such countries as China and the United States with very different social political systems,economic levels and cultural and historic traditions.The Bush administration's China policy has already had certain impact on Sino American security relationship:the mutual credibility between the two countries was damaged,the bilateral strategic cooperation was weakened and the possibility for Sino American strategic conflict was increased.
