"上海合作组织"是在新世纪之初成立的新型地区性组织,是"上海五国"机制的继承和发展,具有广阔的发展前景.它的成立必将为维护地区安全与稳定、促进经济发展作出应有的贡献.

Miao was a Participant in the whole process of the June Summit.His article,while bearing a natural resemblance to Xia's article by its structure and language,has its own style.Miao holds that the evolution from a meeting mechanism to a cooperative one marked that the Shanghai Five has entered a new stage of cooperation at a higher level.The previous Shanghai's Five was a special mechanism established in a special period,in a special region and under special circumstances with a brand new type of state to state relations.So,it set a firm basis for its final transformaition into SCO.Specifically speaking,this basis was composed of 6 factors.They are:the basical solvement of border question,the settlement of mutual relations,the gradual shaping of a cooperation mechanism,the stable development of relations among relevant countries,the common desire for resistance against the three evil forces and the conditions provided for managing and developing economic and trade relationship and partnership among these countries.Miao says that the SCO is a bright example for international cooperation and is reflecting the spirit of our epoch.
