EUROPE’S NEW ECONOMIC CONSTRUCTION AND ITS REFORM OF OLD SYSTEM

欧洲新经济的发展受到资本市场、劳动力市场以及经济体制等多重因素制约,明显滞后于美国.目前欧盟正力图通过建立欧盟统一的金融监管机制、实行新的资本收益税政策、降低劳动力成本等举措,积极推进市场改革,以在新一轮经济竞赛中重新占据有利地位.

The author of this article observes with a keen insight the dilemma faced by \{Europe's\} new economy(represented by IT industry).He says that the development of Europe's new economy is obviously lagging behind the U.S..The European economy to a great extent has been a traditional one and is restricted by many factors,especially the market system.EU summit in 2000 formally decided to launch a market reform.Four aspects of reform will be relevant to the development of the new economy:①the reform of capital market.②the reform of tax policy.③the reform of labor market.④the establishment of a venture investment mechanism.
