布什政府经济政策的重点是促进美国经济继续增长,以维持其世界霸权地位。为此,新政府在货币政策、贸易政策等将继续其前任的基本做法,如中性的货币政策和自由与公平贸易政策;而在财政政策和汇率政策上改辕易辙,其中减税计划尤为引人注目。为防止经济从减速转为衰退,目前宏观政策发生了从紧缩转为放松的重要变化。降息和减税举措将在一定程度上有助于经济增长,但其作用不应高估,尤其减税对近期经济的刺激将是有限的。
The priority of the Bush administration's economic policy is to enable a continued growth of U.S. economy so as to maintain its hegemony in the world. Therefore, the monetary policy and trade policy of the new administration will carry forward the basic approaches of the previous administration such as moderate monetary policy and free and fair trade policy. There will be changes to the fiscal policy and exchange rate policy, among which tax reduction will be the most salient one. To prevent an economic slowdown from turning into a recession, at present U.S. macroeconomic policy has made a significant change from reduction to relaxation. While cutting interest rates and reducing taxes may to some extent help the growth of economy, one should not overestimate their roles. Tex reduction is of particularly limited effect in stimulating economic growth in the short-term.
