论当前我省打击零星贩毒犯罪存在的问题及对策

零星贩毒是大宗毒品的分销 ,是毒品供、贩运、销到消费全过程中与吸毒密切相关的最后环节。正确认识严厉打击零星贩毒犯罪具有重大意义。当前打击零星贩毒工作中存在的问题 :1、刑事惩处偏轻 ;2、零星贩毒取证难 ;3、零星贩毒处理难 ;4、执法机关认识上存在问题。对策 :1、进一步完善有关法律规定 ;2、建立零星贩毒累计制度 ;3、建立禁毒信息系统 ;4、完善打零机制 ;5。

The sporadic drug-dealing is a branch of staple drng-dealing,which is the last step closely related to the drug-addiction during the whole process of drug supply, transport, dealing and consumption.It's of great significance to have a correct understanding of cracking down on sporadic drug-dealing.Nowadays, the problems existed in the work of cracking down on sporadic drug-dealing are as followed:1)The power of criminal punishment on the crime is comparatively weak;2)It's more difficult to seek the evidences of sporadic drug-dealing;3)It's so hard to deal with the cases of sporadic drug-dealing;4)There still exist some problems on the recognition from some organs which enforce the laws.The countermeasures to the problems:1)Further perfect the laws and regulations concerned;2)Establish a system on accumulating the capacity of sporadic drug-dealing;3)Establish an information system concerned drug-control;4)Perfect the mechanisms of cracking down on sporadic drug-dealing;5)Enhance the work of drng-control propaganda and drug-addiction control as well as drug-giving up.
