清政府对海外华侨政策的演变是一个漫长、渐进的历史过程．根据这一变化过程中的主要特征、原因及其采取的措施，可以分为三个时期；严禁和敌视时期、漠视时期和开始重视侨务时期。

Evolution of the Qing government's policy toward the overseas Chinese was a long and gradual process. It could be divided into three periods according to its main characteristics,reasons and measures taken, that is, the strictly forbidden period,indifferent period and the period of attaching importance to it.
