“语言制度”这一新概念 ,指的是反映各社会集团在社会共同体中的语言地位、协调它们相互之间语言关系的社会规则 ,它有独特的性质、形成机制、过程与变化规律及研究方法。语言制度的研究对解决语言现实问题具有重要的理论和实践价值 ,运用语言制度这一概念可以分析中国语言百年发展的基本内容。

The concept of linguistic institution posed in this article is meant as a generalization of the social rules which reflect the linguistic statuses of all the social groups in a community and control the linguistic relationship between them. The article discusses the nature of linguistic institution, the mechanism and process of its formation and the laws and research methods.The theoretical and practical value of the research into linguistic institution for solving realistic language problems is looked into, and the concept is also used to analyze the main content of the Chinese language development as well as the basic nature of the Chinese philological movement during the past 100 years.
