推进我国社会保障改革的几点思考

Some Reflections on Pushing forward the Reform of China′ s Social Security System

本文分析了中国社会保障改革现状及失误，主张在现有基本框架下积极稳妥地推进社会保障改革。作者认为，对社会保障制度的选择，只能是政治、经济、社会、文化等多种因素综合影响的结果，中国需要用公平与发展的理念去建设新的社会保障制度；同时，强调责任共担、官民结合、多层次与多元化相结合对于新制度的确立和未来发展至关重要。

Based on the analyse of China′ s social security reform, the author maintains actively and properly pushing forward the reform of social security in existing framework. The author thinks that the choice to a system of social security is only a synthetic result of politics, economy, society, culture and so on. In China, a new social security should be established by the view of fair and development. At the same time, it is highly important for fixing new system and its future development to emphasize dividing of the duty, uniting of authorities and non－ authoritative organizations, combining multi－ tiers and various structures.
