关于村民自治的思考

Thoughts about the Peasants Autonomy

:本文就村民自治的经济、政治基础 ,村民自治的社会动员机制 ,村民自治进程中国家与农民关系的调整 ,以及实行村民自治可能引发的一些重要问题进行了讨论。并指出 :市场经济的建立和国家政治民主化的推进是村民自治的基础 ;家庭、家族和社会不同集团的利益最大化构成了社会动员机制的主要内容 ;村民自治制度将对国家与农民关系的重新调整、对国家如何在市场经济条件下管理村庄提出新的要求 。

This paper discusses some aspects about the peasants autonomy in China,such as the economical and political bases,the mobilization mechanism,and how to adjust the relationship between the government and the peasants,as well as some critical problems created while practicing the peasants autonomy.The author gave out many important conclusions that should be paid more attentions through the data analysis and research.The bases of the peasants autonomy were the foundation of the market economy and the development of the political and the democracy.The mobilization mechanism was composed of the greatest proficiency of the various groups,for example,the family,the folk and the society.
