权力的位移——村民自治制度10年实践考察

Displacement of Self government Power

村民自治是随着农村经济体制改革和国家民主化的进程而产生和兴起的乡村新型组织形式 ,是农民自我管理、自我教育、自我服务、自我发展的自治形式 ,是我国“八亿农民的民主补习班”。但是 ,在村民自治组织运行的过程中 ,由于历史—社会—文化的影响 ,自治权力发生了位移 (包括正式位移和非正式位移 )。本文试图对村民自治权力发生位移的形式、过程、原因进行透视 。

The villagers self government has developing drastically with the course of country economic reform and political democratization.However,displacement of self government power takes place in the use of the villagers self government owing to the historical social cultural influence.This paper would have an insight into the form,the process and the reason of this displacement,and present the authors perspective on legal practice of self government power
