环境问题:当代国际关系中的“绿色冲击波”

The Environmental Problem:A Green Lashing Wave to the Contemporary International Relations

环境问题从 2 0世纪 70年代开始引起国际社会的关注 ,是当前国际关系中的一个热点。环境问题主要从四个方面对当代国际关系产生重大影响 ,即环境问题对国家主权的制约、对国家安全的冲击、环境问题导致环境殖民主义的产生及为南北关系的改善提供了新契机。从国际关系的角度来看 ,树立可持续发展的观念、建立国际环境新秩序以及加强国际环境立法是解决全球环境问题的必由之路。

The environmental problem,which emerged in 1970s,is a hot point of the contemporary international relations and exerts a greast influence over the international relations from four aspects namely,its restriction to sovereignty,its impact on national security,the environmental colonialism causedby the problem as well as the new chances to improve the relations between the developing country and the developed country.from the perspective of the international elations,the only solution to the environmental problem is to accept the concept of sustainable development,to establish new order of international environment and to strengthen the legislation of the international environmental law.
