Combining Rule by Law with Rule by Virtue is necessary,the difference and interconnection between law and moral is the theoretical foundation;the sublation and oversterring about thoughts of our traditional Rule by Law and Rule by Virtue is the historic background;the requirement of construction of socialist modernization and development of socialist market economy,the urgent need for solidification of the Party’s ruling status and realizing permanent government and stabitity of our country are realistic basis.
