“九一八”事变后国联调处活动评析

Comment on Arbitration by the League of Nations after September 18th Incident

“九一八”事变后 ,南京政府向国联提出申诉 ,控告日本违背国联盟约 ,侵占中国领土。国联在受理中日争端的 1 7个月里 ,确曾做了大量工作 ,举行过多次会议 ,作出过数次决议 ,并派遣李顿调查团进行实地调查。在国联大会通过的最终报告书里 ,彻底否认日本帝国主义的侵华恶果———伪满洲国。国联由于内外诸多因素 ,虽没有从根本上制止日本侵略 ,但在国际舆论和法律及道义上对日本构成了巨大的外交压力 ,迫使日本退出国联 。

After September 18th Incident,the Nanjing government appealed to the League of Nations against Japanese violating the treaty of the League of Nations and invading Chinese territory.Within the 17 months of investigation,the League of Nations did a great amount of work,held many meetings,passed many resolutions and depatched a fact-finding mission headed by LI Dun to make on the spot inverstigation.In the report finally passed by the League of Nations,the puppet Manzhou State was denied,which was the evil consequence of Japanese aggression on China.Though the League of Nations did not prevent Japanese aggression for various reasons,it put great pressure on Japan in international publicopinion,in law and moral,and forced Japan out of the League of Nations.Japan ended in failure in this diplomatic battle.
