The Building of Socialist Administrative Morals and Its Significance

依法行政离不开行政道德。我国社会主义行政道德的建构要以“三个有利于”标准和“三个代表”思想为基本原则 ,总结革命和建设中的有关经验 ,继承本民族的优良官德传统 ,借鉴国外积极合理的行政伦理规则 ,并且要适应社会主义市场经济发展和政治体制改革的需要。加强行政道德建设 ,有利于加强对行政权的监督和制约 ,保证其有效行使并消除行政腐败 ,实现行政正义 。

Administration by law can not be seperated from administrative morals. In building our socialist administrative morals, we should summarize relevant experience in both revolution and construction, inherit the excellent official morals of our own nationality, use foreign active and rational rules of administrative morals for reference and make it fit in with the needs of the development of socialist market economy and the reform of political system by taking the standard of ‘three benefits’ and the thought of ‘three represents’ as basic principles. Strengthening the building of administrative morals will help to strengthen supervision and restraints upon administrative power, guarantee its effective exercise and eliminate administrative corruption, realize administrative justice and enhance the realm of administration.
