A Summary on Construction Management of the YRDP

万家寨引黄工程是从黄河万家寨水利枢纽取水向能源基地的工业城市太原、大同和朔州供水的大型调水工程。在建设管理中 ,按照社会主义市场经济原则和现代企业制度 ,实行了项目法人责任制、招投标制 ,推行了建设监理制 ,加强了合同管理 ,逐步与国际惯例接轨 ,形成了政企分开、权责分明、管理科学、激励和约束相结合的运作机制。

The YRDP is a large water diversion project, which takes water from Wanjiazhai reservoir of the Yellow River, and supplies water to the energy base, Taiyuan and Datong. In the course of the construction management of the YRDP, the project corporation responsibility system,the bidding system, and the construction supervising system have been implemented according to the principle of the socialism market economy and to the modern business system, the contract management has been strengthened, conforming with the international practice progressively. Finally, an operation mechanism has been formed, in which the government and the enterprises are separated, the right and the obligation are clear, the management is scientific, and the excitation and the constraint are connected.
