Discussion on Establishment of Rural Cooperative Medical Scheme with Experiences of Urban Health Reform

文章在回顾我国城市和农村医疗保健制度建设和发展的基础上 ,分析了新形势下农村合作医疗面临的困难 ,并结合城市职工医疗保险改革的成功经验 ,提出了政府的经济和政策支持、提高政府领导和农民对合作医疗的认识和理解、以及加强内部管理与监督 ,是成功实施农村合作医疗的关键。

Based on retrospection of establishment and development of health schemes in urban and rural China, authors analyzed the difficulties to rural cooperative medical scheme (RCMS) in the new economic environment. With the successful experiences of urban health insurance reform, it's raised that the key points to RCMS implementation are governmental economy and policy support, improvement of understanding RCMS by government leaders and peasants, and enhancing management and surveillance.
