In this paper we present an improved double Q(2) rescaling model. Based on this condition of the nuclear momentum conservation,we have found a Q(2) rescaling parameters' formula of the model,where we have established the connection between the Q(2) rescaling parameter xi (i)(i = v,s,g) and the mean binding energy in nucleus. By using this model,we coned explain the experimental data of the EMC effect in the whole x region,the nuclear Drell-Yan process and J/Psi photoproduction process.
