摘要
总结了环评工作中有关“工程分析”章节编制过程中发现的问题和经验,指出了应侧重于对污染排放相关部分的工艺介绍;在实测结果的基础上,结合企业原料消耗及生产报表对监测数据进行审核,避免瞬间监测结果偏差;以“清洁生产审计”的观点,从原料、产品及整个生产过程的物料循环利用、废物处理和回用等多方面进行清洁生产分析;通过认真调研提供操作性强的防治措施;考虑各种非正常生产现象,分析污染物达标排放的可靠性和实现达标排放的条件等,以提高工程分析质量。
Engineering analysis is the basic of EIA.it provide basal date for whole EIA. Accuracy and penetrability of engineering analysis affect quality of EIA report at first hand. This paper discussed the problems about engineering analysis and summarized some experience. The method is obtained for engineering analysis from cleaning production,controlling polution and synthesizing utilization.
