高等教育大众化进程中的教育质量评估问题——兼论英国高等教育质量监督与评估的经验和启示

质量是任何一个迈向大众型高等教育的国家和地区所面临的问题。今后 5年是我国高等教育由精英型向大众型的转轨时期 ,也必然是高等教育质量监督与评估体制趋于完善的时期 ,从英国现代高等教育质量监督与评估体制建立、发展、成熟的过程中借鉴经验具有现实意义。我们应该从健全教育部属下的高等教育监督与评估系统、建立一个独立的高等学校质量监督与评估机构和规范民间中介机构的监督与评估机制三个方面着手建立和健全高等教育质量监督与评估体制。

Quality is an important problem for every country and area to face when she will develop mass higher education.The 5 years henceforth is a period in the transition from elite to mass higher education in our country,and it's also a period that the quality supervision and assessment system of higher education tends to be perfect,we can learn something from the process that the quality supervision and assessment system of modern higher edication in England changes from its establishment、development to maturity.We should establish and improve the quality supervision and assessment system of our higher education from 3 aspects as following:establishing the supervision and assessment system of higher education which belongs to Ministry of Education、establishing an independent organ to supervise and assess the educational quality in colleges and universities and standardizing the supervision and assessment system of the nongovernment intermediary organization.
