该文从分析我国城镇化进程中存在的问题入手 ,提出开展土地整理是推进我国小城镇建设和发展的一个重要手段。土地整理顺利实施的关键是要深化土地使用制度改革 。

The starting point to realize the gross homeostasis of arable land and promote the further development of towns is to change the way of land utilization. Based on the analysis of the existing problems in land utilization in urbanization, this article puts forward that land consolidation and change in the way of land utilization is an important measure for realizing intensive land cultivation and intensive utilization of town land and improvement of town construction and development. The key to the smooth implementation of land consolidation is to deepen the land use system reform and innovate the property system of rural land.
