要在90年代实现我国社会主义现代化建设的第二步战略目标,必须处理好经济增长速度、经济效益、产业结构、技术进步、积累和消费的比例等重大问题。在继续完成治理整顿任务的同时,深化经济改革,加大改革份量。要在保持相对宽松的经济环境的条件下,逐步加快企业改革、市场改革和宏观经济管理改革,改革的目标是建成社会主义有计划商品经济体制。

In order to realize the second-step strategic target, it is necessary to carefully handle the major problems such as the speed of economic growth, economic benefits, industrial struc-ture, the progress of technical renovation, and the ratio between accumulation and consump-tion, etc. While improving the economic environment and rectifying the ecomomic order con-tinuouslv, reform measures must be carried out increasingly. In 1990s speed-ups must be carried out in enterprise reform, market reform, and macroeconomic management reform while maintaining relatively smooth conditions of economic environment. The object of re-form is to establish a system of planned commodity economy.
