The organic combination of planned economy with market regulation takes only the form of planned economy based on the relations of commodity and money. The basic re- quirements of organic combination between planned economy and market regulation to the framework of system are: the presence of microfoundation for their organic combination; the establishment of new managing institution adaptable to the needs of developing commodity e- conomy; establishing a comparatively full set of macro-regulation and control system and de- controlling pricing. Reform will be deepened in line with this thinking and an initial system- atic basis of combining planned economy with market regulation will be found
