摘要
新制度经济学派的代表人物戴维斯和诺斯曾指出 ,一项新的制度由于成本问题不是总能被创新和采用 ,只有当新的制度能给创新者带来更多的利益时 ,创新才有可能。运用这种观点分析我国高等教育为什么制度创新不足以及由此而导致的低效率 ,可知我国高等教育制度创新不足的根本原因在于对高等学校的集中控制和强制服从 ,它不能为制度创新主体提供制度上的相应权益。
Davis and North, major representatives of new-system economics, point out that a new system might not be adopted or renewed due to its costs unless it would bring more benefits to the innovator. Looking at China's higher education's lack of innovation and low efficiency from this perspective, we may conclude that the primary cause of the problem is the centralized control of and compulsory subordination by colleges and universities. Such a mechanism can not provide the innovators of a system with corresponding incentives or benefits.
