分析了山东省水旱灾害有频率高、概率大、季节性、连续性、地区分布不均匀等特点 ,并分析了山东水旱灾害的形成原因 .提出了减轻水旱灾害的主要措施 ,即 :提高公众的水旱灾害意识 ;加强法制建设 ;加强工程体系建设 ;改进非工程防洪抗旱措施 ;搞好防洪抗旱的科学研究 .

The essay gives the characteristics of the flood and drought in Shandong Province and analyzes what cause them.The charactoristics include:high frequency,big probability,periodicity,continuity,seasonal distribution and uneven distribution over different areas,etc.After that it puts forward the major measures to reduce the flood and drought.They are:heighten the publics awareness of calamities of flood and drought,strenghthen the construction of legal and engineering system,improve the non engineering measures against drought and flood,and make a good job of scientific study to prevent flood and combat drought.
