The World Trend in the Development of Distance Education ——A General Account on Distance Education and Open Learning Symposium

摘要 20 0 1年 7月在南京举办“远程教育与开放学习高级研讨会”上 ,特邀远程教育专家介绍了第 17届、18届、19届、2 0届国际远程开放教育世界大会的的主题和远程教育研究的信息 ,反映了远程教育未来的发展趋势。研讨会的专题研讨 。 Distance Education and Open Learning Symposium was held in Nanjing on 30 th July, 2001, discussing all the assemblies held by the International Conference of Distance and Open Education in recent years. The theme of the 17 th World Conference of Distance and Open Education (1995) was 'One World with Many Voices--Quality of Distance Education and Open Learning'. The assembly made explorations in four aspects: the concept of quality,the criterion of quality, the guarantee of quality and the verification of quality. The theme of the 18 th World Conference of Distance and Open Education (1997) was 'A New Learning Environment--from A Global Perspective' The assembly concentrated on technological environment, changes of educational forms, relationships between education, technology and sustainable development and the opportunities of international cooperation. The distance educators held discussions on these topics from different angles. They have realized that the potentials of future development of education lies not in new technology or knowledge and information resources supported by it. Rather our opportunity lies in establishing a new link between the Internet and the needs, forming a new pattern of partnership, from which we will benefit in the process of globalization in the world. The theme of the 19 th World Conference of Distance and Open Education (1999) was 'A New Education Frontier--Teaching and Learning on the Net'. The following features were discussed in terms of development of distance education in the world: the pluralistic potentials of the principle part and multifaceted forms of education; the trend in the globalization of distance education heading to homogeneity through competition and corporation; digital gap and its solutions; great differences in ideas, concepts of education and culture in the world. There are two directions in future research of distance education: one is those searching for solutions to problems in the practice of distance education; the other the research work aiming to establish the system of distance education as an academic discipline. Attention was paid to demonstration researches and case studies. The theme of the 20 th World Conference of Distance and Open Education was 'The Future of Learning and Learning for the Future--Establishing the Transitional Process'. The assembly discussed mainly on how to learn in the future, how to learn for the future, how to gain social equality and justice of learning, and how to make sustainable achievements in learning.$$$$President Yu Yunxiu of Center Radio and Television University and Researcher Huang Xingyun of Shanghai TV University made monograph speeches under the titles of Strategic Thoughts on Globalization and Education Development of TV Universities in China, The Development of Distance Education in Future respectively. The participants made in-depth discussions on the background of distance education in China, challenges and opportunities, trends in the future and strategies in its development.
