Knowledge-based Economy and Life-long Learning

1996年世界经合组织发表了《科学、技术和产业展望》报告书 ,知识经济的重要性开始被充分认识 ,发展以知识为主要资源的经济已成为各国 2 1世纪新的经济战略。在联合国教科文组织的倡导下 ,终身学习成为各国教育发展的最高指导原则 ,将居于社会的核心地位。在知识经济时代 ,学习是迎接知识经济挑战的不二法门。既然知识经济与终身学习具有相生相成 ,相辅相助的关系 ,那么就应从确定终身学习的观念到实施一系列的策略 ,来迎接知识经济的学习社会 。

This article focus on the point where economy and education meet. By way of literature research and induction, it studies the significance and features of knowledge based economy, the interdependence of life long learning and knowledge based economy and the policy to push forward the economic development through life long learning. The article gives a definition of knowledge based economy, clarifying the relations between 'information economy', 'high tech economy' and 'knowledge based economy'. Since the core of knowledge based economy lie in creation, spreading, application and sharing of knowledge, many countries have advocated life long learning and taken it as an important measure to develop knowledge based economy. The author puts forward some policies to promote life long learning so as to develop our knowledge based economy. 1. Establish a correct concept about life long learning 2. School education should lay stress on cultivating interests in learning and students' development of abilities. 3. Enhance the learning of learning methods, that is, teach the students the ways to learn. 4. Expand online learning, making a full use of the best medium in gaining, spreading and sharing knowledge. 5. Set up information and learning centers. 6. Reinforce in service learning and training to hatch a new generation of labor force armed with knowledge. 7. Develop learning organizations. 8. Exploit human intelligence through life long learning to improve people's quality, incubating creativity and competitive spirits. Everyone should be devoted to life long learning to meet the challenge of knowledge based economy and contribute to the sustainable development of our society.
