中国的城市社区自治怎么走?——上海潍坊街道社区居委会民主建设实践的启示

What Is the Road of Self-government in Chinese Urban Community ——Inspiration from Democratic Construction Practice of Resident Committee of WeiFang Street in Shanghai

在总结上海浦东新区潍坊街道社区居委会民主建设实践经验的基础上 ,对中国城市社区自治的发展进行了客观评价 ,分析了当前推进社区自治的难点和阻力。研究认为 :政府让渡空间 ,培育社区自治的土壤 ;发挥社会中介组织和社团组织的作用 ,形成社区自治的良性机制 ;健全组织制度 ,强化社区居委会组织自身的自治功能 ;提高居民素质 ,增强自治意识 。

Based on the experience of democratic construction of Resident Committee of WeiFang Street in Shanghai, this paper assessed objectively the self\|government construction in Chinese urban community and analyzed the difficulty and the obstruction to push ahead with it. Investigation shows that there are fundamental ideas and measures to realize the goal of self\|government in Chinese community. Government should release space to community and cultivate soil for self\|government to grow in. Medi\|organizations and social groups should be given the opportunity to play an active role in shaping the effective mechanism for self\|government in community, improving organization system and intensifying the self\|governing role of Resident Committee Organization, enhancing the quality of residents and strengthening self\|government awareness.
