The theory here is that the classical pattern of American public administration was well suited to the practice of public administration. Challenges in American politics and public administration led to the departure from the classical pat- tern. However, classical pattern did not dismiss, but it was not the leading pattern anymore. Criticism of the classical pat- tern damaged its credibility among the people, and stimulated the rise of various competing theories.
