教育成本与教育收益属于同一范畴。高等教育过程中所发生的成本 (费用 )实质上是对高等教育的投资。一国对教育的总投入 (包括政府和公民 )取决于该国经济的发展水平。在社会主义初级阶段 ,高等教育成本的分担应考虑受益原则和支付能力原则二个方面。
