农村合作金融产权制度改革研究

A Study on the Reform of Property Rights of Rural Credit Cooperatives

本文在对农村合作金融产权制度进行一般性考察的基础上 ,根据实际调查的结果 ,对我国农村合作金融产权制度的现状和缺陷进行描述和分析 ,指出合作金融产权制度在我国农村没有得到真正确立 ,是导致农村信用社现阶段出现各种问题的根源。对产权制度进行彻底改革 ,是解决农村金融体制改革的核心内容。在现阶段和今后较长时期内 ,合作金融是适应我国农村经济发展要求的主要金融形式 ,因此 ,确立真正的合作金融产权制度是改革的关键。在主体产权框架之外 ,其他形式的产权改革尝试也应该允许进行。

Property rights of financial cooperatives are generally discussed in this paper. Based on the survey on the rural credit cooperatives in Chongqing, the paper, as a case, deeply analyze the features and problems of the property system of rural credit cooperatives in whole rural regions. Several crucial conclusions are drawn as follows. Firstly,the property reform is the most essential issue in the reform of rural financial system, and first of all, the reform must adapt to the level of rural economy. Secondly, financial cooperatives should be regarded as the most important model for the rural financial system, and constructing real property rights institutions is a key job. Thirdly, some other models should be permitted out of the main framework of the property reform.
