Banking Regulation,Monetary Policy and the Regulation Reform

银行监管手段与货币政策工具在微观层面上 ,存在多重重合 ,具有高度的关联性 ,现实中很难将同一手段的不同政策功能分离开来。保持银行监管与货币政策的统一 ,符合发展中国家的实际情况。银行监管独立模式在降低外部性和道德风险 ,提高政策效率方面的有效性 ,尚需探讨。针对我国银行监管中存在的实际问题 ,加强“委托———代理”机制的约束和激励 ,更有利于银行监管体系的合理演进。

At the micro-level banking regulation measures and the monetary policy instrument showed multy-superposition and close interrelation. Therefore, in fact it is difficult to tell the different functions of them. The unification of banking regulation and the monetary policy is in conformity with the reality of developing countries. The effectiveness of Independent Regulation Model in reducing the external risk and moral hazard is still under discussion. Considering the existing problems in our banking regulation, to intensify the restriction and the stimulation of 'entrust-agent' mechanism will be more propitious to the development of banking regulation system.
