城市综合减灾评价方法及防灾文化建设

Soft Science Research of City Disaster and Disaster Culture Modeling

现代城市系统减灾及保障救助能力的获得绝不能单靠硬技术,还必须有效地启动城市人文、经济、生态、地理等诸多因素的系统工程体系及方法,所以要跟上“国际减灾十年”全球统一行动之步伐,必须鼎新城市减灾的传统内容,归纳并探索城市灾害新的风险源及非工程性措施。本文提出了城市综合减灾的概念、理论及方法,尤其强化了防灾文化建设、灾害系统评价模型、规划设计实施细则等关键问题。

To pursue safety and capability of disaster prevention and relief in a city is as important as to pursue a nice and comfortable city environment. Howe- ver, in fact, the level of disaster prevention of cities in China is very low. Therefore, in this paper, according to analysis on city disaster data, the author pointed out the concept of city disasterology and its development and social economic influence. Further more, the author expounded some relevant counter- measures, many details about methods of designating disaster levels were involved.
