摘要
公平竞争是输电网开放的目标 ,但拥挤的出现给电力市场管理带来了困难。介绍了输电网开放情况下出现拥挤后带来的问题及技术、经济上的处理方法 ,分析了这些方法的优缺点。针对中国目前省级电力市场运营系统 。
Impartial competition is the target of transmission open access, but congestion brings about difficulty to power market management. The problems caused by it and the technical and economic methods to deal with them in transmission open access are introduced. The advantages and disadvantages of these methods are analyzed. According to the current operational system of provincial electricity market, a new operational model with congestion management subsystem is proposed and its congestion treatment procedure is presented.
