摘要
21世纪将是地方档案立法全面、迅速发展的良好时机,只有充分体现地方特色,地方档案立法才有价值,才能真正健全和完善档案法规体系。文章从地方特点、地区特点两个方面对地方档案立法问题进行了较为全面的探讨和阐释。
The 21st century will be a good opportunity for developing the regional archival legislation completely and rapidly． Only by reflecting regional characterisics can the regional archival legislation have the values and the system of archival legislation be amplified and perfected really． From the two aspects of local characteristics and regional characteristics the article explores and explains completely the regional archival legislation．
