Oil or gas pipeline engineering is such a high risk engineering system. Once the serious accident happens in it,the consequence arised from the accident not only brings on serious economy loss to the operator but also endangers the surrounding society safety of pipeline and creates a long-term ecotope pollution. The paper gives a brief description of the necessity to establish the safety guarantee system for oil or gas pipeline,and makes further description on relative issues according to the modern safety idea.
