产权改革是解决国有企业诸多难题的有效途径

Equity Reform Is the Effective Way to Solve Lots of Difficult Problems of State-owner Enterprises

根据中西方企业均存在委托 -代理问题这一事实 ,就得出中国国有企业改革的关键不是推进产权改革 ,而是要着力解决因信息不对称所造成的委托 -代理问题的结论是欠慎重的。传统的国有产权制度安排既是造成我国国有企业委托 -代理问题严重与复杂的根本原因 ,也是造成国有企业中长期存在着政企不分或难分问题的根本原因。深化国有企业改革只能从所有制结构调整入手 ,推进国有企业的产权改革。

According to the fact of trust-agent problem existed in all China and foreign enterprises,it is not prudent to make a conclusion that the key of stat-owned reform is not to promote equity reform,but to make efforts to solve trust-agent problem caused by unsymmetric information.Traditional state-owned equity system is not only the basic cause of making trust-agent problem serious and complicate,but also the basic cause of the problem of diffucult separating or not separating government and enterprise existed in state-owned enterprises for long time.The only way to deepen state-owned reform is to adjust ownership structure and to promote equity reform of state-owned enterprises.
