摘要
通过对上海市7所三级医院1990～1999年10年的财务数据统计和完善医院补偿机制政策研究的意向调查,表明总量控制政策对三级医院的药品改革是有积极意义的,它控制了药品的过度消费,减少了卫生资源的浪费,改善了医院业务收入的结构比例,促使医院运行机制向合理健康的方向发展。总量控制政策的实施是一个长期的过程,要继续加大执行政策的力度。
Through statistics on 10 years financial data from 1990 - 1999 and the willingness survey on policy of hospital' s compensation mechanism of 7 tertiary hospitals in Shanghai, results show that gross control policy has positive influence on medicine reform of the tertiary hospitals, which has controlled the over - consumption of drugs, and reduced the waste of health resource, improved the income structure of hospital, and promoted the development of operation mechanism of hospital towand rational and healthy direction. The implementation of gross control policy is a olng process, which need more power to carry it out.
