资本形成不足是西部地区发展的一个重要制约因素。经济发展水平低 ,投资收益率不高 ,金融抑制 ,经济体制改革滞后 ,制度创新不力 ,区域开发成本高等限制了西部地区的资本形成。发展资本市场可以有效地促进西部资本形成。政府推动、金融主导。

One of the important constraints of economic development in western region of China is the shortage of capital formation .There are many factors hindering capital formation in western region of China ,such as underdevelopment of economy, low rate of return in investment,financial control ,lagging behind in reform of economic system,slack of institution innovation, high cost of regional development,and so on.The growth of capital market may efficiently facilitate capital formation in western region of China .The major measures for promoting development of capital market in western region of China are governmental pushing, financial guiding and normalization of legal system .
