摘要
针对高等院校国有资产管理中存在化公为私 ,将学校的国有资产投入到经营领域 ;产权归属不明 ,法律责任意识淡薄等问题 ,提出从转变观念、转变职能 ,建立统一领导、分类、分级、归口的国有资产管理体制 。
This article discusses the following problems existing in the management of state properties of institutions of higher education: state properties changed into private owned ones, or plunged into the business field, unclear ownership of property right, indifference to legal responsibilities, etc. From the change of ideas to the change of functions, a management system of state properties is put forward based on unified leadership, classification, grading and jurisdiction so as to strengthen the management of state properties from the aspects of the management of the disposal of state properties.
