The Effective Alteration to Function of the Government at All Levels

１９９８年以来的我国政府机构改革备受世人瞩目，实现政府职能的有效转变是机构改革能否成功的关键．本文拟从提示三个改革怪圈入手，剖析改革开放以来前三次机构改革失败的原因；再用发展的观点提出政府机构的新角色，在此基础上实现政府职能的有效转变。

The reforming of the government organization in 1998 was much intentioned by the words, the crux of which is to conduct an effective alteration to the function of the government at all levels. This essay will analyze why the three former reforms of the government organizations failed, define what new and basic role the government should play and suggest conducting an effective alteration to the function of the government.
