日本帝国主义侵略中国蓄谋已久 ,但作为发动全面侵华战争的序幕——卢沟桥事件 ,并非是日本政府直接策划的。事件发生之前 ,日本出于自身的利益 ,企图“缓和”与中国的关系。事件发生之后 ,在对华派兵问题上 ,日本政府内部产生“扩大派”与“不扩大派”之争。经过几天的争论 ,日本内阁决定向中国派兵。此时 ,日本军部均是以“临命”的指示对日军下达派兵令。事件虽不是日本政府直接策划的 ,但也绝非偶然发生的 ,而是日本帝国主义侵略中国的总计划实施的必然结果 ,具体是由驻扎在丰台的日军第三大队队长一木清直等人策划的。其目的是为了方便军事演习 ,侵占卢沟桥附近的演习场 ,夺取宛平县城。一木清直等人事后又编造谎言 ,不敢承认自己的罪行。他们的言行暴露了卢沟桥事件的真相。日本帝国主义借卢沟桥事件 。

Japanese invasion into China was carefully plotted for along time,but the Lugou Incident as a prelude to the aggression war was not an event planned beforehand by the Japanese government.Before the incident Japan tride,for its own interest,to adjust its policy to China and to relax the tension between the two countries.After the incident,two parties,one against and the other for the war,in the Japanese government quarreled for several days.As a consequence the Japanese governwent decided to sent troops to China.The orders made the army leaders to send troops were in the name of 'awaiting order'.If the Lugou Incident was planned,there could not have two opposite ideas in the government after the incident.Althongh the incident was not planned,yet it was not an accidental event but an incident plotted by the leader of the third brigade stationed in Fengtai District at the time.The purpose of the plan was to occupy the military manoeuvre field nearby and the town of Wanping for the convenience of military exercises.The Japanese government took the excuse to start the war against China.
