labor market and employment are the critical issues th at impact economic development of EU nowadays. Reforming labor policies has become the foundation w ork on which EU could keep its international competition and economic growth in the world. This paper analysis how did the European welfare system and economic construction affect labor market and government's labor policies, and introduces the EU's reform measures of employment policies. The paper also indicates that EU's guiding thought is to improve its employment situation with the keeping wel fare society dream, facing the new economy era, so as to build a middle road bet ween uncaring capitalism and the costly welfare state.
