The influence of TRIPS on the world intellectual property rights system is probed comprehensively into. The author delves into the reasons why the question on intellectual property rights become new issues in the Uruguay Round of GATT. Then, from the aspects of the relations between Intellectual Property Rights and trade ,and between the substantive prescription and enforcement procedure of the international protection of intellectual property rights, the author analyses the new features that TRIPS brings the international protection of intellectual property rights. Lastly, the author expounds the relations between TRIPS and World Intellectual Property Rights Organization's Jurisdiction Convention, and between the international and national protection of intellectual property rights.
