In order to assure the healthy and rapid development of small towns, five relationships should be handled properly: 1) the relationship between the construction of the small towns and environmental protection; 2) the relationship between the general and specific character of the construction of the small towns; 3) the relationship between the construction of the small towns and that of scientific and cultural facilities; 4) the relationship between the speed and quality in the construction of the small towns; 5) the relationship between what can be done and what we can do in the construction of the small towns.
