企业集群强大的竞争优势 ,引起了国内外经济学、管理学的高度重视。集群战略已成为区域经济发展的重要内容 ,同时集群需要公共政策的支持。本文首先介绍企业集群现象 ,然后探讨公共政策的含义和必要性 ,及其与地方政府经济职能的主要区别 ,再分析公共政策的治理内容 :生产要素资源的配置、区域营销、公共和私营企业合作发展、区域产业组织有关问题和加强区域创新系统建设五个方面。

The eminent competitive advantage of Enterprises Cluster attracts researcher's attention from Economics and Management at home and abroad.Cluster has become one of the important strategies in regional economical development,which needs to be supported by public policy.The article introduces phenomenon of Cluster at first,next analyses the implication and importance of public policy,comparing it with economic function of local government,and then puts forward the administrative fields of public policy:the allocation of production factors,regional marketing,cooperation and development of public and private assets,regional industrial organization among cluster and strengthening regional innovation system.
